Abstract

[fre] Cet article se compose de trois parties. Dans un premier temps, on modélise les fonctions de coût et de recettes de Canal +, ce qui conduit à révéler l'ampleur de la rente appropriée par cette société dans le cadre de sa concession de service public. Dans un second temps, on caractérise la nature monopolistique de cette rente et on analyse l'usage qui en a été fait pour renforcer la position dominante par une politique active de maîtrise de l'environnement concurrentiel. Dans un troisième temps, on ouvre le débat sur les modalités du renouvellement de la concession en balayant un large spectre de scénari et en soulignant les mécanismes de redistribution de la rente qu'ils impliquent. [eng] This article is divided in three parts. In the first part, we modelize the cost and revenue functions of Canal+ . Thus, we can estimate the volume of the rent earned by the company thanks to its public licence. In the second part, we set out the monopolistic characteristics of the rent and examine its use by Canal + to improve its dominant position through an aggressive policy to control the competitive environment. In the third part, we discuss the procedures for renewing the licence. We study five scenarios and analyse the implication of each for redistribution of the rent.
