Abstract

This problem involves major strategic challenges for users, industrialists and governments.. Europe has played a major role in action towards the setting up of such standards just as it has done in the world approach to their adoption and to the speeding up of the standardization process.. The main steps in this evolution are described. They force us to revise our traditional ways and means of thinking about such matters.
