La distribution d'eau, outil de la régionalisation industrielle

[fre] Question d'apparence secondaire que celle de l'eau : distribution aux particuliers, pour remplir les piscines ou satisfaire les besoins des usines.. Pourtant cette industrie, prospère et silencieuse, recouvre des caractéristiques bien particulières : gestion privée de service public, suppression progressive du risque, barrières à l'entrée, pratiques anticoncurrentielles..... La réorganisation par bassin de cette activité pourrait constituer la meilleure réponse aux deux objectifs socio-économiques majeurs actuels : la nationalisation et la régionalisation. Prosperous and quiet, the industry shows peculiar characteristics : private management of a public utility, progressive elimination of risks, barriers to entry, non-competition practices.... The reorganisation of this activity on a basin basis would constitute a best way of satisfying two major socio-economic objectives of the day : nationalization and regionalization.
