Des réseaux locaux à l'épreuve de la Ve République: l'exemple d'André Maroselli et de la fédération radicale de Haute-Saône

    [fre] La fortune politique du radicalisme est indissociable de sa forte inscription dans la vie politique, associative et économique locale. Cependant, sous la IVe République, sa présence dans les gouvernements s'accompagne d'un essoufflement de ses réseaux locaux. L'exemple de la fédération radicale de Haute-Saône, dirigée par André Maroselli, permet de voir la diversité de ces réseaux urbains et ruraux, ainsi que la capacité des radicaux à investir des associations porteuses de revendications, comme les bouilleurs de cru ou les anciens combattants. Sous la Ve République, la pratique du clientélisme radical s'essouffle du fait de la disparition du lien privilégié avec l'administration préfectorale et, par-delà, de la capacité d'intercession auprès du pouvoir national. Dès lors, la perte de ses réseaux traditionnels conduit la fédération à se muer en machine politique d'opposition au gouvernement. [eng] The political fortune of French Radicalism should be linked to its strong involvement in the political, economical and associative local life. However, during the post-War period, especially in the Fourth Republic, French Radicalism reached its national climax while slowly losing control of its political networks. The example of the Radical Federation of Haute Saône, led by the deputy André Maroselli, provides a valuable viewpoint on the diversity of their urban and rural networks. The key- element of their success had been to support the claims of various associations such as the War Veterans or the alcohol makers "bouilleurs de cru ". In the Fifth Republic, radical clientelism lost its mobilisation capacity when its privileged bond with the préfectoral administration ceased to exist. It also compromised its ability to take part in the national politics. Eventually, the loss of its traditional networks led the Federation to adopt a systematic oppositional stance against the government.
