L'émigration en pays basque pendant la Révolution française : une question spécifique ?

[eng] Abstract During the French revolution, the term « émigré » will refer to people who will leave their Country because of the revolutionary events. The reasons of these departures will be multiple but mainly justified by a political aspiration or by the fear. These expatriates, all social classes taken together will be the special target of the revolutionners. They will elaborate an exceptional repressive law to eliminate the problem represented by the emigration. This legislation will be variously enforced according to the regions and their different sensibilities. This article purpose is searching a potential specificity of the Basque country through the different questions raised by the emigration phenomenon. Will this province live an emigration movment? What will be his numerical importance and his motivation? What about the enforcement of the revolutionary legislation on the two main divisions: penal and patrimonial? [fre] Résumé Lors de la Révolution française, le terme « émigré » désignera les personnes qui vont quitter la France à la suite des événements révolutionnaires. Les raisons de ces départs seront multiples mais le plus souvent motivés par un but politique ou par la peur. Ces émigrés, toutes catégories sociales confondues vont être la cible des révolutionnaires qui vont, pour les éliminer, créer un droit répressif d'exception. Ce droit sera diversement appliqué selon les régions et leurs différentes sensibilités. L'objectif de cet article sera de rechercher une éventuelle spécificité du Pays basque au travers des différentes questions que peut soulever le phénomène de l'émigration. Cette province va-t-elle connaître un mouvement d'émigration? de quelle importance et quelles en seront les causes? Qu'en sera-t-il également de l'application de la législation révolutionnaire dans ses deux domaines principaux: pénal et patrimonial?
