Abstract

[fre] Résumé Cette contribution analyse l'installation des institutions communautaires chargées des questions monétaires entre 1957 et 1964, période qui vit la mise en place du comité monétaire, la création du comité de politique conjoncturelle et du comité des gouverneurs des banques centrales. Les analyses qui y sont proposées montrent comment dès 1957 se trouvèrent confrontées les conceptions nationales lors des débats relatifs à l'élaboration des missions et du mode de fonctionnement du comité monétaire. Elles montrent à la fois l'importance de la dynamique imprimée par la Commission et les représentants de plusieurs banques centrales et les résistances, surtout françaises, à une éviction trop marquée des intérêts nationaux et de leurs représentants directs - les hauts fonctionnaires - des instances mises en place. Dès 1964 apparaissent les premiers freins sur le chemin de l'intégration monétaire qui ne s'est épanoui pleinement qu'au cours des années 1970. [eng] Abstract This author analyses the way EEC monetary institutions were set up. She deals with the period from 1957 to 1964, during which the EEC monetary committee, the economic policy committee and the committee of central bank governors all came into being. She shows how, from 1957 onwards, national ideas were confronted during discussions about what the monetary committee should do and how it should function. We can see the importance of the process set in motion by the Commission and various central bank representatives, and also the resistance that existed, particularly in France, against any drastic removal of national interests, or the high-level officials who directly represented those interests, from the authorities that were being set up. It was in 1964 that the brakes were first applied on the road to monetary integration, a road which only really opened up in the 1970s.
