Abstract

[eng] Social Policies for Poor Populations . Although a working definition of poverty can be put together by reasoning more often than not in terms of threshold, the notion of severe poverty is particularly hard to define. It refers to both extreme forms of poverty and the juxtaposition of handicaps on different levels of subsistence. . The economic approach to poverty does not simplify the issue as much as the sociological literature sometimes does and is able to produce evaluations. However, although social policies play an essential part in assisting the vast majority of the poor, in particular by guaranteeing them a minimum income, they do not enable this population to break away from their state of poverty. Wâhrend man fur Armut in der Regel anhand einer Armutsschwelle eine brauchbare Definition zu erstellen vermag, ist der Begriff der extremen Armut besonders schwer abzugrenzen, da er sich sowohl auf besonders schwere Formen der Armut als auch auf das gleichzeitige Vorhandensein mehrerer Handikaps in verschiedenen Lebensbereichen bezieht. . Der wirtschaftsorientierte Ansatz bei der Definierung der Armut ist nicht so restriktiv wie oftmals die soziologische Fachliteratur und eignet sich eher fur Bewertungen. Die Sozialpolitiken spielen zwar bei der Unterstûtzung des GroBteils derarmen Menschen eine wichtige Rolle, indem sie ihnen insbesondere ein Mindesteinkommen sichern, reichen jedoch nicht aus, um diesen Zustand zu ùberwinden. Si l'on sait construire une définition opératoire de la pauvreté en raisonnant, le plus souvent, en termes de seuil, la notion de grande pauvreté est particulièrement cile à appréhender : elle fait à la fois référence aux formes extrêmes de pauvreté et à la juxtaposition des handicaps sur différents plans de l'existence. . . L'approche économique de la pauvreté n'est pas aussi réductrice que la littérature sociologique l'indique parfois et elle est susceptible d'aboutir à des évaluations. Par ailleurs, si les politiques sociales jouent un rôle essentiel de soutien et d'assistance pour la très grande majorité des personnes pauvres, en assurant surtout un apport monétaire minimum, elles sont insuffisantes pour permettre une sortie de cet état.
