De la commune à l'État : découpage administratif et polarisation de l'espace

Abstract

[fre] La commune, l'arrondissement, la France dans son ensemble, sont des territoires polarisés : leur population est plutôt regroupée dans une agglomération centrale. A l'inverse, le canton et la région ne comportent pas d'agglomération prédominante : ce sont des territoires homogènes. Ainsi, le découpage administratif alteme-t-il régulièrement espaces homogènes et espaces polarisés, une dizaine d'espaces polarisés engendrant un espace homogène, et une centaine un espace polarisé d'ordre . rieur. Les territoires homogènes sont des lieux propices à la convivialité entre les hommes : entraide, formation, culture. A l'inverse les territoires polarisés sont des lieux adaptés à la gestion d'un patrimoine commun. . Dans cette organisation, le département fait figure d'intrus. Cette subdivision a engendré sa propre polarisation autour de son chef-lieu, en marge de l'alternance des espaces homogènes et des espaces polarisés. Los . territorios homogéneos son lugares propicios a la convivencia entre las personas : ayuda mutua, formación, cultura, etc. Por el contrario, los territorios polarizados son lugares adaptados a la gestión de un patrimonio común. . En esta organización, el Departamento surge como un intruso. Esta subdivisión engendró su propria poiarización alrededor de su cabeza de partido, al margen de la alternancia de los espacios homogéneos y de los polarizados.
