La Fonction publique territoriale : beaucoup d'emplois techniques, peu de cadres

Abstract

[spa] La Funciôn pûblica territorial. Muchos empleos técnicos - En 1987, los funcionarios territoriales eran más de un millón. Un 80% de ellos ejercfan funciones poco o nada calificadas, más precisamente en empleos de servicios o técnicos. El porcentaje de personal femenino es más importante en los departamentos pero el trabajo a tiempo parcial esta más desarrollado en los municipios. A la inversa de lo que ocurre en los departamentos y con mayor razón en la Función pública estatal, el trabajo a "tiempo parcial" corresponde sobre todo a la naturaleza del empleo ocupado, secretaria de alcaldía, por ejemplo, mientras que pocos mandos superiores en los departamentos se trata, sobre todo, de un trabajo a tiempo parcial escogido por conveniencias personales. . En el transcurso de los últimos veinte años, el número de funcionarios locales aumentó en más del doble. Este crecimiento espectacular es anterior a la implantación de la descentralización de 1982; desde hace aproximadamente tres años el mismo ha sido casi completamente detenido. Le temps partiel dans les communes correspond plutôt à la nature de l'emploi occupé, secrétaire de mairie assurant quelques heures de permanence par exemple. . Dans les départements, il s'agit plutôt d'un temps partiel pris pour convenances personnelles, comme dans la Fonction publique d'Etat. . Au cours des vingt dernières années le nombre des fonctionnaires locaux a plus que doublé. Cette croissance spectaculaire est antérieure à la mise en place de la décentralisation de 1 982 ; depuis trois ans environ, elle est quasiment stoppée. Many Technical Jobs, But Few Executives - In 1987, there were more than a million people employed by regional and local governments. 80 % of them held positions which required little or no training, particularly in the service or technical sectors. More women were employed by departmental administrations, but part-time jobs were more common in city governments. Contrary to what occured in the departments, and to an even larger extent in the national civil service, part-time work in city governments was nearly always an inherent part of the job itself, for example, the secretary of the town hall, whereas in the departmental governments, part-time work was generally due to personal reasons. . During the last twenty years, the number of local civil servants has more than doubled. This dramatic growth took place before decentralization began in 1982. Nearly three years ago it practically came to a halt. The number of women and tenured employees has also risen.
