Abstract

[fre] Deux projections à l'horizon 2000 construites à l'aide du modèle MINI-DMS-ÉNERGIE permettent de mieux cerner les relations entre facture énergétique, contrainte extérieure et croissance. Dans la première, dite «coopérative», le prix du pétrole progresse sensiblement, du fait de la reprise de la croissance mondiale entraînant un accroissement des tensions sur les marchés des matières premières. Sur le plan interne, la croissance est soutenue en raison d'une part de l'environnement international, d'autre part de la répartition des revenus qui favorise dans un premier temps l'effort d'investissement. Dans la deuxième projection, le prix du pétrole est, à l'horizon 2000, plus proche de son niveau actuel, mais le niveau d'activité des principaux pays industrialisés est plus réduit. Conjuguées avec une répartition des revenus alors moins favorable aux entreprises, ces hypothèses entraînent un rythme plus modéré de la croissance française. En définitive, un scénario coopératif de croissance mondiale plus soutenue est compatible avec un prix du pétrole plus élevé, une croissance plus forte en France, et une amélioration du solde extérieur. [eng] Are oil expenditures likely to hinder French economic growth ? - Two projections for the turn of the century, which were created by the MINI-DMS-ENERGIE model, make it possible to define more precisely the relationships between energy expenditures, the cost of imports and economic growth. According to the first projection, which is called « the cooperative forescast », the price of oil will rise appreciably due to the recovery of world economy which will, in turn, intensify the firmness of the market for raw materials. At home, economic growth will steadily progress because of, first, the international climate, and secondly, the distribution of income which, at the beginning, will be favourable toward investment. According to the second position, the price of oil at the turn of the century will remain closer to what is is now, but the level of economic activity of the major industrialized countries will be lower. Combined with a distribution of income that will be less favourable to firms, this projection predicts a slower French economic growth rate. All things considered, a scenario based on « the cooperative forecast » calls for a steadier world economic growth which is compatible with higher oil prices and increased French growth without altering the balance of payments. [spa] La presión petrolear constituye un obstáculo para el crecimiento en Francia? - Dos proyecciones para el horizonte del ano 2000 llevadas a cabo por intermedio del modelo MINI-DMS-ENERGIE permiten delimitar las relaciones existentes entre factura energética, presión externa y crecimiento. En la primer proyección, llamada « cooperativa », el precio del petróleo registra una progresión sensible debido al despegue del crecimiento mundial que acarrea un acrecentamiento de las tensiones en los mercados de materias primas. En el piano interno, el crecimiento está sostenido por el entorno internacional y por la distribución de los ingresos que favorece, en primer lugar, el esfuerzo de inversion. En la segunda proyección, el precio del petróleo en el horizonte del año 2000 se aproxima mes al actual pero el nivel de actividad de los principales paises industrializados es mes reducido. Conjugadas con una repartición de los ingresos, aún menos favorables a las empresas, estas hipótesis acarrean un ritmo de crecimiento mes moderado en Francia. En definitiva, un escenario «cooperativo» de desarrollo económico mundial mes sostenido es compatible con un precio más elevado del pétrôleo y un crecimiento más importante en Francia, sin entranar una degradación del saldo exterior.
