Les attentes des entreprises vis-à-vis de la flexibilité ont jusqu'ici peu influé sur l'emploi

Abstract

[fre] En interrogeant un échantillon d'entreprises à un an d'intervalle, on voit que les prévisions et le jugement qu'elles avaient initialement sur l'emploi ont plus pesé sur les évolutions effectives que leurs attentes à l'égard des mesures de flexibilité. Ainsi, le pessimisme marquant du début 1986 s'est-il traduit par des baisses d'effectifs. À cet égard, il est intéressant, mais peu rassurant, de noter que ce pessimisme persiste début 1987 : 40 % des entreprises industrielles estimaient leurs effectifs excédentaires, 70 % même parmi les entreprises de plus de 100 salariés. . Les appréciations portées l'an dernier sur les effets à attendre d'une plus grande flexibilité ne semble avoir jusqu'ici joué qu'un rôle mineur sur les évolutions d'effectifs. Les seules incidences qui peuvent être mises en évidence concernent les entreprises qui s'étaient déclarées favorables à l'ensemble des mesures prises simultanément et à l'assouplissement des contrats à durée déterminée : ces entreprises ont effectivement davantage accru leurs effectifs globaux sur l'ensemble de l'année 1986. [eng] Until now companies expectations regarding flexibility have had little effect on employment - The comparison between two surveys conducted at a year interval on a sample of companies shows that their expectations and judgments on employment have weighed more on the actual evolutions than their expectations regarding the " mesures de flexibilité ". Thus, the pessimism that marked the beginning of 1 986 resulted in a decreaseof the number of employees. So, it is interesting, but not very reassuring, to note that this pessimism persisted at the beginning of 1 987 : 40 % of industries judged the number of their employees to be in excess, this proportion going up to 70 % among companies of more than 1 00 employees. . Until now the preceding Dear's assessment of the effects to be expected from greater flexibility seem to have played only a minor role on the evolution of the number of employees. The only incidences that can be brought to light concern companies that claimed to be in favor of the whole set of measures taken simultaneously and to...? of fixed-term contracts : these companies have indeed continously increased the number of their employees over the year 1 986. [spa] Las esperanzas de las empresas con relación a la flexibilidad ejercieron hasta ahora poca influencia sobre el empleo - Al analizar un muestreo de empresas a un año de intèrvalo se constata que las previsiones y el juicio emitido inicialmente acerca del empleo tuvieron más peso sobre las evoluciones efectivas que las esperanzas depositadas en las medidas de flexibilidad. Asi es como el pesimismo notable del inicio de 1986 se tradujo en una baja de las plantillas de personal. A este respecto, es interesante constatar, sin dejar de ser inquietante, que tal pesimismo persiste al comienzo de 1 987 : un 40 % de las empresas industriales estimaban contar con excedentes en sus plantillas de personal, un 70 % aún entre las empresas que cuentan con más de 100 asalariados. . Las apreciaciones emitidas el aho pasado acerca de los efectos que se podian esperar de una mayor flexibilidad, desempeñaron, hasta ahora, un papel de poca importancia para el aumento del personal integrante de las distintas plantillas. La única incidencia que puede ser puesta de relieve es la que atañe a las empresas que se habian declarado favorables al conjunto de medidas tomadas simultáneamente y a la flexibilidad de los contratos de duración determinada. Esas empresas acrecentaron efectivamente el numéro global de sus empleados en el transcurso de 1986.
