Abstract

[fre] Entre 1970 et 1986, l'évolution des transferts a tempéré la croissance du pouvoir d'achat des ménages. Les prestations familiales ont progressé à un rythme inférieur à celui des salaires. En sens opposé, la pression fiscale s'est nourrie de l'augmentation du salaire réel. Ce mouvement d'ensemble a surtout défavorisé les familles de taille réduite, notamment celles qui se situent aux extrémités de l'échelle des revenus. . La concentration des aides en faveur du troisième enfant n'est pas, en règle générale, à hauteur de la charge qu'il entraîne pour les familles. La compensation de la perte de salaire, si la mère vient à cesser son activité, n'est pas négligeable, puisqu'elle en couvre presque la moitié — entre 43 % et 48 %. Elle se traduit, en terme de coût d'opportunité, par une baisse des ressources nettes d'environ 20 à 25 % relativement à celles perçues par cette même famille si la mère avait fait le choix inverse de poursuivre son activité en arrêtant sa descendance à deux enfants. Government benefits for families progressed at a slower rhythm than did salaries. Moving in the opposite direction, the fiscal burden was fed by the increase of real salary. This overall movement penalized, above all, small families, notably those situated at the extremities of the income scale. . The concentration of state aid favoring a third child, as a general rule, was not at the level of the real cost it entails for a family. Compensation for loss of salary, if the mother had just stopped working, was not insignificant, since almost half was covered : between 43 % and 48 %. In terms of opportunity cost, it comes to a drop in net resources of about 20 to 25 % relative to those that would have been received by the same family if the mother had made the opposite decision to continue working and limit her childbearing to two children. Este movimiento de conjunto perjudicó, sobre todo, a las familias poco numerosas, en especial las que están ubicadas en ambos polos de la escala de ingresos. . El conjunto de las ayudas en favor del tercer nino no corresponde, en regla general, a la carga que este acarrea para la familia. La compensación de la perdida del salario, en caso de que la madre cese en su actividad profesional, no es desdenable ya que cubre casi la mitad del mismo : entre un 43 y un 48 %. La baja de los recursos netos es de aproximadamente un 20 a un 25 % con relación a los que percibiria la misma familia si la madre hubiera hecho la elección opuesta, o sea, continuar trabajando pero sin tener más de dos hijos.
