Abstract

[eng] Under-employment has doubled in four years - In March, 1986, under-employment affected 400,000 or 500,000 people, depending on how it is measured. The extent of the phenomenon is still modest, but it has doubled in four years. It is widespread principally among young people who have just been hired, in particular in the public sector (government or territorial communities) and the associative sector. Under-employment is more a transitory than a permanent situation : a substitute for unemployment or a prelude to " full " employment.
