Les marchés locaux du travail en Alsace

Abstract

[spa] Los mercados locales laborales en Alsacia - Alsacia, la que se salvó durante largo tiempo de la desocupaciôn, se vió afectada por un agudo deterioro del empleo en el transcurso de los últimos años. No obstante, permanece, con Ile-de-France, la region menos afectada por la desocupación. Es en las cuencas más urbanizadas : Estrasburgo, Mulhouse y Colmar donde las tasas son las mas elevadas y donde la frecuencia de las bajas es de mayor importancia. La industria, de remota tradición, se fué renovando hasta los años del ochenta, al beneficiarse de la edificación europea, la cual fué provechosa también para el sector terciario. No obstante, las creaciones de puestos de trabajo no bastaron para absorber una población activa de rápido crecimiento. Estrasburgo, en la que domina el sector terciario, y Mulhouse de vocación industrial, son los dos mayores polos de empleos. Mas numerosas zonas cuentan con los mercados laborales exteriores para facilitar las salidas de desempleo : la cuenca de Wissembourg por ejemplo, vive en la órbita de Karlsruhe en la que trabajan 5 000 fronterizos. [eng] Local work markets in Alsace - Long spared the problem of unemployment, Alsace has been affected in the course of the last few years by a significant decline in employment. It remains, however, together with the Ile-de-France, the region the least striken with unemployment. In the most urbanized areas, Strasbourg, Mulhouse and Colmar, the rates are the highest and the frequency of entry into unemployment the greatest. The old, traditional industries were modernized in part up until the 1980s, benefiting from European construction. The tertiary sector also profited of this construction. The creation of jobs, however, was insufficient to absorb a rapidly growing working population. Strasbourg, predominantly tertiary, and Mulhouse, devoted to industry, are the two great poles of employment. But numerous zones count on a foreign work market to facilitate departures from unemployment : the Wissembourg area, for example, exists within the orbit of Karlsruhe where 5,000 border inhabitants work. [fre] Longtemps épargnée par le chômage, l'Alsace au cours des dernières années, a été touchée par une forte dégradation de l'emploi. Elle reste cependant, avec l'Île-de-France, la région la moins atteinte par le chômage. C'est dans les bassins les plus urbanisés, Strasbourg, Mulhouse, Colmar, que les taux sont les plus élevés, et la fréquence des entrées au chômage la plus forte. L'industrie, de tradition ancienne, s'est renouvelée en partie jusque dans les années quatre-vingts, en bénéficiant de la construction européenne, qui a profité aussi au secteur tertiaire. Cependant les créations d'emploi n'ont pas suffi à absorber une population active croissant rapidement. Strasbourg à dominante tertiaire, et Mulhouse à vocation industrielle, sont les deux grands pôles de l'emploi. Mais de nombreuses zones comptent sur les marchés du travail extérieurs pour faciliter les sorties de chômage : le bassin de Wissembourg par exemple vit dans l'orbite de Karlsruhe où travaillent 5 000 frontaliers.
