Les raisons du tassement du chômage à travers l'enquête emploi

Abstract

[eng] The reasons for a slow-down in unemployment : results of the employment survey - Between April-May 1982 and March 1983, the observed rate of unemployment rose by 2.8 per cent, when one uses the measurements of the ILO. The drop in the unemployment rate is clear; however the situation appears almost paradoxical, as the employment situation has not improved. First, professional working years have shortened during the period under study here, this foreshortening of work life has accelerated in pace, motivated in part by government action in favour of early retirement. It accounts for some 200,000 persons. At the same time, young people are prolonging their studies, thus putting off their entry into the work market. The least recourse to temporary employment by firms has favoured this behaviour. Another factor has also to be taken into account which tends to worsen the labour market. Categories of unemployment which are close to ILO definitions but not exactly the same have developed j: « Unemployed who have given up » for instance that is, people who feel they will never find employment; temporary employment situations which were taken in hope of better, more stable employment later on. Le tassement est net, mais peut sembler paradoxal puisqu'il se produit sans que la situation de l'emploi ne s'améliore. Tout d'abord la fin de la vie professionnelle est de plus en plus précoce; au cours de la période étudiée, ce mouvement, appuyé par diverses mesures gouvernementales, s'accélère et représente une ponction de 200 000 salariés. Dans le même temps, les jeunes, prolongeant leur scolarité, retardent leur entrée dans la vie active. Le moindre recours des entreprises aux emplois précaires a favorisé ce comportement. Mais un autre facteur joue également, et manifeste la dégradation du marché du travail. Des situations exclues du chômage BIT bien que s'en rapprochant se développent : « chômeurs ayant renoncé », considérant que leur recherche d'emploi n'avait plus guère de chance d'aboutir; emplois d'attente, souvent à temps partiel, acceptés faute de mieux par leurs titulaires.
