Abstract

[eng] Employment, inflation and the management of industrial firm - Short term economic surveys allow for a better understanding of how firms manage their personnel. Financial difficulties slow down hiring or accelerate lay-offs that have been planned. Beyond this common short-term problem, two types of personnel management become evident. The first is a simple adaptation to current levels of production; the second is a long terme one : personnel are adapted to the desired levels of production capacity. The second type of management is prédominent in the intermediate and especially equipment goods sectors. This type of management spreads out in these sectors the adjustment delays of personnel according to the variations in demand. Firms may also wish to reduce their capacities, and therefore their personnel, even if demand does not drop, in order to ensure sufficient returns on investment. Returns on investment also have a strong impact on prices. Firms are encouraged to raise prices in order to re-establish returns on investment. Les difficultés de trésorerie ralentissent l'embauche ou accélèrent les licenciements programmés. Au-delà de ce facteur conjoncturel commun, deux modes de gestion des effectifs sont mis en évidence. Le premier est une simple adaptation à la production courante; le second se place dans une perspective plus longue : les effectifs sont adaptés aux capacités de production désirées. Ce second mode de gestion prédomine dans les biens intermédiaires et surtout dans les biens d'équipement. Il allonge dans ces secteurs les délais d'ajustement des effectifs aux variations de la demande. De plus, les entreprises peuvent vouloir réduire leurs capacités et donc leur effectifs, même si la demande ne faiblit pas, faute d'une rentabilité suffisante. Ce facteur prend un rôle croissant depuis le milieu des années soixante-dix. La rentabilité a aussi un fort impact sur la formation des prix. Les entreprises sont incitées à les accroître pour rétablir cette rentabilité. Ce mécanisme fait peser une menace sur le ralentissement actuel de l'inflation.
