Abstract

[fre] La France et ses partenaires face au second choc pétrolier - Les variations des termes de l'échange occasionnent pour les pays industrialisés des flux de revenu dont l'importance croît par rapport à la production intérieure. Cette évolution peut être mise en valeur à l'aide d'une méthode proche des comptes de surplus. Les variations du solde extérieur d'un pays sont partagées entre l'effet des variations de prix et l'effet des variations de volume; la méthode donne ainsi une mesure des transferts de revenu réel occasionnés d'un côté par les distorsions entre prix intérieurs et extérieurs, de l'autre par les différences entre la croissance interne et celles des importations et des exportations. La méthode fait apparaître que la France a eu une réaction voisine de celle de ces partenaires face au premier choc pétrolier, mais différente face au second. Des pays comme l'Allemagne ou l'Italie connaissent certes aux aussi un retard dans l'ajustement de la demande interne et du volume du commerce extérieur mais les années 1981 et 1982 ont été dans ces deux pays l'occasion d'un fort ajustement de la demande interne qu'on ne rencontre pas en France. Ce décalage des conjonctures isole la France de ses partenaires et accroît ses tensions internes. [eng] France and its Partners Confronted with the Second Oil Crisis - The variations in the terms of trade create for the industrialized countries flows of income whose size is growing in relation to domestic production. This evolution can be shown by using a method similar to surplus accounts. The variations of the foreign trade balance of a country are divided into a price variation effect and an effect due to variations in volume. Thus, this method provides a measurement of the transfers of real income caused, on the one hand, by distortions of domestic and foreign prices, and, on the other hand, by the difference between domestic growth and that of imports and exports. The use of this method brings out that France had a reaction to the first oil crisis which was similar to that of its partners, but that it reacted differently to the second crisis. Countries such as Germany or Italy also experienced a delayed adjustment of the domestic demand and the volume of foreign trade, but in 1981 and 1982 both these countries underwent a strong adjustment of domestic demand, which was not the case in France. These differences in their economic situations isolate France from its partners and increase its domestic economic difficulties. Las variaciones del saldo exterior de un país se reparten entre el efecto de las fluctuaciones de precios y el efecto de las variaciones de volumen; el método facilita entonces una medida de las transferencias del ingreso real producidas, por un lado, a causa de las distorsiones entre precios interiores y exteriores y, por el otro, a causa de las discrepancias entre crecimiento interior y el de importaciones y exportaciones. El método pone de manifiesto que Francia expérimentó una reacción parecida a la de los miembros asociados frente al primer conflicto petrolero, pero diferente frente al segundo. Países tales como Alemania o Italia experimentan también por cierto un retraso en el ajuste de la demanda interior y del volumen del comercio exterior mas los años 1981 y 1982 fueron en ambos países motivo de un fuerte ajuste de la demanda interior, cosa que nosucedió en Francia. Este desfase en las coyunturas aisla a Francia de los miembros asociados a la par que incrementa sus tensiones internas.
