Les familles pauvres d'une ville moyenne

Abstract

[spa] Las familias pobres de una ciudad mediana - A partir de los datos existentes (fichero de las Cajas de subsidios familiares y de la Contribución de alojamiento, entre otros) el artículo intenta caracterizar lo que se suele designar por « hogares humildes ». Este trabajo experimental presenta el ejemplo de las familias con hijos de la ciudad de Reims, cuyo ingreso, antes de percibir los subsidios, es inferior al SMIC. Es preciso tener presente que dichos hogares tienen a menudo por cabeza de familia a una mujer sola, que su empleo es precario y su ingreso constituido en mayor parte por subsidios familiares y di versos « auxilios ». Suelen contar tarn bien un promedio mis elevado de hijos que las demis familias remenses y en la mayoria de los casos se hallan reagrupadas en pesimas viviendas de la periferia. Finalmente, una cuarta parte de los ninos subnormales o en peligro de llegar a serlo se hallan entre las 2 000 familias humildes, si bien estas no dieron a luz mis que el 10 % de los ninos remenses. [fre] A partir des informations existantes (fichier des Caisses d'allocations familiales'et de la'taxe d'habitation entre autres), l'article cherche à caractériser ce que l'on appelle les familles « pauvres». Ce travail expérimental prend l'exemple des familles de la ville de Reims avec enfants dont le revenu, avant prestations, est inférieur au SMIC. On retiendra que ces familles ont fréquemment pour chef une femme seule, que leur emploi est précaire et que leur revenu est composé en majeure partie des prestations familiales et de divers « secours ». Également elles ont en moyenne plus d'enfants que les autres familles rémoises et se trouvent la plupart du temps regroupées dans de mauvais logements à la périphérie. Enfin le quart des enfants inadaptés ou en « danger » de le devenir sont dans les 2000 familles les plus pauvres, alors qu'elles n'ont mis au monde que 10 % des enfants rémois. [eng] Poor Families in an Average-sized City - Based on existing data (the records of welfare deparments among others) this article tries to define the category referred to as « poor » families. This experimental study focuses on the case of families with children in the city of Reims having an income, not including welfare benefits, less than the minimum wage (SMIC). The main conclusions reached are that such families are often headed by a woman alone whose employment situation is precarious and whose income consists largely of family allowances and various other forms of aid. Furthermore, such families tend to have, on the average, a larger number of children than other families in Reims and are most often concentrated in the outskirts of the city in poor housing conditions. Lastly, a quarter of the city's malajusted or « prospective » problem children come from those poorest families, although their offspring only represent 10 % of the city's children.
