La probabilité d'entrée dans la fonction publique

Abstract

[fre] Un individu, selon son milieu social, selon l'appartenance ou la non-appartenance de son père à la fonction publique, selon le lieu et l'époque de son enfance, a des possibilités très diverses d'entrer dans la fonction publique, et à l'intérieur de celle-ci d'appartenir à telle catégorie hiérarchique. . L'analyse montre que les groupes professionnels semblent d'autant plus destiner leurs enfants à la fonction publique que la profession du père est, à niveau social égal, plus proche de la fonction publique. Elle montre aussi une certaine inertie sociale, la répartition des fonctionnaires dans les différentes catégories hiérarchiques n'étant pas indépendante de leur origine sociale. Mais on constate néanmoins une certaine désaffection pour la fonction publique des fils de fonctionnaires du cadre moyen. . Bien que l'hérédité professionnelle de la fonction publique soit supérieure à celle du secteur privé, il n'en reste pas moins que nombre de fonctionnaires bénéficient d'une promotion professionnelle après leur entrée au service de l'État. L'administration exerce ainsi une fonction de promotion sociale.. L'auteur constate enfin que le recrutement des fonctionnaires est plus fort dans les périodes de récession et les régions économiquement déprimées. [eng] The possibilities of an individual joining the Civil Service, and, within the service, of be/onging to a particular category in the hierarchy, vary widely according to his social environment, according to whether or not his father is a civil servant, and according to the date and place of his childhood.. An analysis shows that the occupational groupe are more inclined to send their children into the Civil Service, the more closely the father's occupation, at equal social level, is allied to the Civil Service. It also indicates a certain social inertia, the distribution of officials in the different categories of the hierarchy not being entirely independent of their social origin. But a certain aversion from the Civil Service is also tound among tne sons or middle grade officials. . Although occupational heredity is more marked in the Civil bervice than in the priva e sector, the fact remains that a number of officials benefit from professional promotion after entering the service of the State. The Civil Service therefore fulfils a function of social betterment. . Finally, the author finds that the recruitement of officials is greater in periods of recession and in economicaly depressed areas.
