Abstract

[eng] Effect of the New French “ Active Solidarity Income” (RSA) Benefit on Labour Market Equilibrium. . This paper uses the Pissaridesmatchingmodel to study the effects of the “ Active Solidarity Income” (RSA) benefit on the unskilled labour market. Unskilled workers are employed in “ low-ranking” jobs that pay the minimum wage or in “ higher-ranking” jobs, part-or full-time. Job-seekers may look for only one type of job, part-or full-time (voluntary part-time work) or for both types of jobs (involuntary part-time work). The RSA increases earnings but reduces the bargained wage of part-time workers in higher-ranking jobs. It also raises the employment level and, broadly speaking, the proportion of higher-ranking jobs and part-time work, as well as labour-force participation. [fre] Les effets de l’introduction du revenu de solidarité active (RSA) sur le marché du travail des travailleurs peu qualifiés sont analysés à l’aide d’un modèle d’appariement à la Pissarides. Ces derniers occupent des postes “ non expérimentés” rémunérés au salaire minimum ou “ expérimentés”, à temps plein ou partiel. La recherche des demandeurs d’emploi peut être orientée sur un seul type de poste, à temps complet ou partiel (temps partiel choisi) ou sur les deux types de poste (temps partiel subi). Le RSA accroît les gains tirés de l’emploi mais réduit le salaire négocié par les travailleurs expérimentés à temps partiel. Il augmente le niveau d’emploi et généralement, l’emploi expérimenté et à temps partiel, ainsi que la participation au marché du travail.
