Abstract

[eng] This article studies the impact on employment and production of the overtime tax exemption voted by the French Parliament in summer 2007. We use a general equilibrium model for the assessment. The special feature of our model is that it takes into account the gender division of household labor. The model evaluates the effects of the tax reform on the number of hours worked, labor supply by gender, and GDPgrowth. The measure leads to a long-term rise in production in the 0.3 % -1.9 % range, as well as in hours worked. The resulting reallocation of labor supply within households leads to a decrease in the labor force. Female labor force is particularly affected, its decrease being evaluated between 11,000 and 63,000 people. [fre] Cet article étudie les effets de la mesure de défiscalisation des heures supplémentaires, adoptée à l’été 2007, dans le cadre d’un modèle d’équilibre général. La particularité de la maquette construite est de prendre en compte les modifications induites par la mesure dans la répartition du travail au sein des ménages qui composent l’économie. Le modèle se propose d’évaluer l’ensemble des effets de la réforme sur la durée du travail, sur la participation des hommes et des femmes et sur la croissance. La mesure entraîne une augmentation de la production, entre 0,3 % et 1,9 %, et des heures travaillées. La réallocation de l’offre de travail qui en résulte au sein des couples se traduit par une baisse de la population active. La population active féminine est plus particulièrement touchée , avec une baisse comprise entre 11 000 et 63 000 personnes.
