Abstract

[fre] Entre son père, Jean-Baptiste Say, brillant théoricien du libéralisme économique et son oncle, Louis Say, fondateur des célèbres sucreries, Horace Say (1794-1860) aimait à se présenter avant tout comme un praticien et un technicien de l'économie. S'il analysa avec soin les relations commerciales entre le Brésil et la France dans un ouvrage publié en 1839, c'était parce qu'il avait bénéficié d'une longue expérience de terrain, au moment où l'ancienne colonie portugaise se muait en jeune État indépendant. . Comment ses observations sur l'essor du commerce international pouvaient-elles donner matière à un véritable programme libéral de développement économique de l'Empire ? Quelles furent ses promesses, ses utopies, ses limites ? À l'heure où les économistes s'interrogent sur les choix économiques du Brésil, il apparaît utile de relire les conseils prodigués par les grands maîtres du libéralisme afin de mieux comprendre les défis de la démocratie d'aujourd'hui. [eng] Between his father, Jean-Baptiste Say, a brilliant theorist of economic liberalism, and his uncle, Louis Say, the founder of famous sugar houses, Horace Say (1794-1860), liked to present himself as both a practical man and a technician of economy. He was able to carefully analyze the trade relations between Brazil and France in a work published in 1839, thanks to a long experience in the field, at a time when the old Portuguese colony was becoming a young indépendant State. . How could his observations on the expansion of international trade be the matter of a real liberal programme of economic development of the Empire ? What were his commitments, his Utopian views, his limits ? Cuâles fueron sus promesas, sus Utopias, sus limites ? En el momento en que los economistas se preguntan sobre las alternativas econô- micas del Brasil, séria til releer los consejos prodigados por los grandes maestros del liberalismo con el fin de comprender mejor los retos de la democracia de hoy.
