Розробка Інструментарію Для Забезпечення Якості Трудового Потенціалу Промислових Підприємств[Development of Tools for Ensuring the Quality of Labor Potential of Industrial Enterprises]

Метою статті є поглиблення теоретико-методичних положень та розроблення інструментарію для забезпечення якості трудового потенціалу промислових підприємств. Встановлено, що в основі розробки інструментарію забезпечення якості трудового потенціалу (в рамках розвитку промислових підприємств) лежить система цілей управлінської діагностики промислового підприємства, яка включає такі ключові діагностичні цілі, як: 1) діагностика ефективності контролінгу внутрішніх бізнес-процесів підприємства; 2) діагностика ефективності типової організаційної структури управління підприємства; 3) діагностика ефективності нормування праці лінійних та функціональних керівників і спеціалістів на підприємстві; 4) діагностика підприємства у сферах професійної освіти, трудової активності та мотивації, інноваційної праці та соціального розвитку; 5) діагностика політики керівництва у сферах соціальної відповідальності, інформаційної безпеки та охорони праці; 6) діагностика рівня конфліктності в колективі на підприємстві 7) діагностика ефективності використання інформаційних технологій в управлінні підприємством. З’ясовано, що ефективне управління якістю трудовим потенціалом персоналом (на основі його об’єктивної оцінки) є однією із ключових умов, що визначає успіх промислових підприємств. Перспективою подальших досліджень у даному напрямі є удосконалення системи діагностики та планування резервів підвищення якості трудового потенціалу промислового підприємства в кризових умовах. The purpose of the article is to deepen theoretical and methodological provisions and to develop tools for ensuring the quality of labor potential of industrial enterprises. It was established that the basis of the development of tools for quality assurance of labor potential (within the framework of the development of industrial enterprises) lies the system of goals of managerial diagnostics of an industrial enterprise, which includes such key diagnostic objectives as: 1) diagnostics of the effectiveness of controlling the internal business processes of the enterprise; 2) diagnostics of the effectiveness of the typical organizational structure of enterprise management; 3) diagnostics of the efficiency of standardization of the work of linear and functional managers and specialists at the enterprise; 4) diagnostics of the enterprise in the areas of vocational education, labor activity and motivation, innovation work and social development; 5) diagnostics of management policies in the areas of social responsibility, information security and labor protection; 6) diagnostics of the level of conflict in the team at the enterprise 7) diagnosis of the effectiveness of the use of information technology in the management of the enterprise. It was determined that effective management of the quality of labor potential of the personnel (on the basis of its objective assessment) is one of the key conditions that determines the success of industrial enterprises. The prospect of further research in this direction is improving the system of diagnostics and planning of reserves for improving the quality of labor potential of an industrial enterprise in crisis conditions.
