Abstract

В статье раскрыты методы решения проблем современного города путем стимулирования новых форм инновационного малого бизнеса и молодёжного предпринимательства на примере г. Харькова. Проанализировано формирование стартап-культуры Харькова и состояние развития Co-working зон. Определено, что построение эффективного государственно-частного партнёрства местных властей и новых форм предпринимательства должно строиться на возможности создания Co-working зон на неиспользуемых городом территориях, а стимулирование социальной ответственности предпринимателей – через предоставление соответствующего финансирования. По результатам компаративного анализа количества и доходов фрилансеров г. Харькова с данными по Украине установлено, что харьковские фрилансеры являются лидерами как по величине совокупного, так и удельного дохода. На основе анализа динамики поступлений единого социального взноса, уплаченного предпринимателями г. Харькова, сделан вывод о том, что добиться устойчивого роста наполнения фондов социального страхования можно за счёт увеличения количества фрилансеров. Выделены особенности стартап-культуры г. Харькова, а именно: ориентация на новый продукт, молодёжный характер проектов, осознание важности реализации социально-значимых проектов, инновационный характер деятельности, приоритетность самовыражения участников над финансовой составляющей проектов, сотрудничество в местными властями. The article reveals the methods of solving the problems of the modern city by stimulating new forms of innovative small business and youth entrepreneurship, using Kharkov as an example. The formation of the start-up culture of Kharkov and the state of development of co-working zones are analyzed. It was determined that the construction of an effective public-private partnership of local authorities and new forms of entrepreneurship should be based on the possibility of creating co-working zones in the areas that are not used by the city, while stimulating the social responsibility of entrepreneurs through the provision of appropriate financing. Based on the results of a comparative analysis of the number and amount of incomes of freelancers in Kharkiv with the overall data for Ukraine, it is established that Kharkov freelancers are leaders both in terms of total and specific income. Based on the analysis of the dynamics of the revenues of the single social contribution paid by the entrepreneurs of Kharkiv, a conclusion is drawn that it is possible to achieve a sustainable growth in the filling of social insurance funds by increasing the number of freelancers. The peculiarities of the Start-up of the culture of Kharkov have been singled out, namely: the orientation towards a new product, the youth character of projects, understanding of the importance of implementing socially significant projects, the innovative nature of the activity, the priority of participants' self-expression over the financial component of projects, and cooperation with local authorities.
