The Legitimacy of Legal Norms

The term legality is defined as "the quality of being legal or in conformity with the law". Legitimacy is "the fact of being legitimate", in other words, "sanctioned or authorized by law or right, proper". Thus, the arbitration in a dispute will sometimes be based more on the intimate conviction of natural justice than on the letter of the law. Even though most legal systems are not perfect, they provide at least a reference that allows us to judge certain actions. The concept of legitimacy, on the other hand, is not as obvious, as it is often based on intimate convictions. We may think that citizens of a country will all define "natural justice" the same way because they share a common value system, but some issues will never reach a consensus of opinion. Individual values then become very important, and it becomes difficult to predict behaviors
