Opciones para el desarrollo regional en el Perú

Abstract

En este artículo enfatizaremos algunos puntos que por el momento nos parecen más importantes que otros: el centralismo, la concentración y aglomeración; la relación urbano rural (ciudad-campo); y las instituciones vinculadas con el problema regional. Sin embargo, existe un aspecto crucial que trataremos de explorar: de qué manera las políticas de desarrollo regional pueden influir en ciertas normas que regulan la producción mercantil capitalista y no capitalista, es decir de qué manera el Estado sería capaz de reformar el patrón de crecimiento regional de manera efectiva. Derivado de lo anterior, nos preguntamos si medidas de corte político-institucional, como la regionalización, podrían tener impacto sobre la estructura económica y en qué medida, o más bien son las medidas estrictamente económicas y de estructura de propiedad las que finalmente podrán cambiar las polaridades y desigualdades regionales del Perú.
