Abstract

Cet article vise à réfléchir sur les défis que présente le développement, dans une perspective anthropologique, en se penchant spécifiquement sur le cas du développement dans le nord-ouest de la Namibie, et plus particulièrement le nord de la région de Kunene (Kaokoland). A partir d’une étude détaillée d’un conflit de chefferie autour de la gestion locale d’un projet hydro-électrique, l’article démontre que le développement s’opère toujours au sein d’un système social dynamique préexistant – lui-même imbriqué dans un ensemble de contextes culturels, politiques et historiques locaux – et que ceci doit inévitablement être pris en compte pour le bon déroulement de tout projet. L’article pousse donc le secteur du développement vers une approche plus anthropologique dans l’espoir de stimuler un partenariat productif.European Journal of Development Research (2009) 21, 325–343. doi:10.1057/ejdr.2009.9
