The Coming World: Order and the policy cleavage between wealthy, ‘emerging’ and poor countries

Abstract

The global impasse over climate change is caused by the fact that most of the proposed solutions are based on the existential situation and consequent social values of rich countries. However, the world has changed, and these countries no longer possess the economic or political power to shape the outcomes according to their will. A meaningful agreement will have to be based on a framework that accommodates the welfare concerns of emerging countries like China and India.
