The Coordinates of Good Governance between Design, Proportions and Guidelines

Abstract

The approach of this article is a critical analysis of different theories on how that can be perceived “quality of governance” or “good governance”. One such type of analysis derives from the need to formulate quality of public policy that can be achieved, not only through regulatory instruments, but also through other instruments, with a less interventionist character, primarily by identifying the conceptual level the quality of governance. The starting point of analysis lies in the spotlight that the economy provides a possible behaviors in a context configuration, which abounds with random effects, spontaneous results, unexpected and key trends, consequences, unintended effects. Legitimacy of analysis the incidence of public decision requires different approaches because it is an endless series of uncertainties, ambiguities, errors, compromises, and enforceability hardship due to the fact that state representation is the subject to a number of factors, including gross domestic product size, the public spending, monetary and demographic factors, social factors and political and social importance of moral values, transparency of decisions, the degree of preference and desirability of effective involvement in the acquisition and exercise of public power, also, etc..
