La mise en oeuvre du Pacte de stabilité et de croissance

Abstract

Cet article expose le « nouveau » cadre institutionnel de l’élaboration de la politique budgétaire dans les pays de l’Union européenne, décidé initialement dans le Traité de Maastricht, puis complété par le Pacte de stabilité et de croissance. C’est l’application aux politiques budgétaires nationales d’un cadre institutionnel supranational, probablement sans précédent. Ce cadre sert aussi de point de départ au suivi et à l’évaluation des politiques budgétaires et de leur compatibilité avec la politique monétaire axée sur la stabilité des prix.
