Gérer les deniers publics : Des produits aux résultats – et au-delà

Abstract

La recherche de méthodes plus efficaces de budgétisation et de gestion des finances publiques est un processus continu. Cela tient peut-être au fait que, à l’instar de nombreux secteurs de l’économie, il y aura toujours des protagonistes qui estimeront nécessaire ou possible d’améliorer les approches existantes. Cela peut également s’expliquer par le fait que les performances, à savoir les résultats des activités financées par des dépenses publiques, sont souvent décevantes ou du moins en retrait par rapport à la rhétorique politique qui les annonçait ou qui les accompagne. D’une manière ou d’une autre, la quête permanente d’améliorations est une bonne chose et on espère que de nombreuses innovations efficaces restent à découvrir.
