Abstract

Le présent rapport propose une analyse de fond des défis que posent les services de sécurité et le fonctionnement de la justice. Il explique pourquoi la sécurité et la justice jouent un rôle décisif dans les efforts de développement, définit les objectifs poursuivis sur ces deux fronts dans les États fragiles, et donne des orientations sur la façon de surmonter les difficultés associées à la sécurité et à la justice dans les situations précaires.
