Relever le défi posé par le renforcement des capacités : Évoluer vers de bonnes pratiques

Abstract

Documents à l’appui, le rapport dresse un bilan de quatre décennies d’expérience à partir de données communiquées par des donneurs tant bilatéraux que multilatéraux ainsi que d’universitaires, afin d’aider les responsables des politiques et les praticiens à mettre sur pied des approches efficaces du renforcement des capacités et à déterminer les éléments qui risquent de faire encore obstacle à l’amélioration des capacités au plan national. Cette analyse repose sur un cadre conceptuel qui conduit le praticien à envisager le renforcement des capacités à trois niveaux interdépendants : celui de l’individu, celui de l’organisation et celui du contexte à mettre en place. Elle offre des pistes de réflexion sur ce que recouvre le renforcement des capacités, sur les raisons de son importance et, enfin et surtout, sur ce qui peut être fait pour le favoriser.
