Prestation de services dans les situations de fragilité : Principaux concepts, constats et enseignements

Abstract

La mise en place de services publics efficaces et pérennes est une priorité dans les États fragiles ou affectés par un conflit. Ce rapport permet de mieux comprendre la relation entre la fragilité de l’État et la fourniture de services, et donne des orientations aux donneurs qui souhaitent renforcer la fourniture de services et les structures de gouvernance dans ces États. A partir d’une analyse des principales questions qui se posent aux pouvoirs publics et des approches à leur disposition, le rapport recense les défis et difficultés auxquels doivent faire face la communauté internationale et ses partenaires dans les situations précaires. En conclusion, le rapport dégage des enseignements de l’expérience et formule des recommandations destinées à aider les donneurs à mieux cibler leurs interventions.
