Abstract

La possibilité et l’utilité d’une mesure des droits de l’homme, de la démocratie et de la gouvernance ont été vivement controversées, à la fois au sein de la communauté des défenseurs des droits de l’homme et dans celle de la statistique internationale. Chez les praticiens des droits de l’homme, le terme « indicateur » a deux significations distinctes et assez antinomiques : certains le prennent au sens statistique pur et estiment donc qu’il désigne une information quantitative synthétique issue de données solides (Türk, 1990 ; Alston, 1998); mais pour de nombreux autres, ce terme définit la vue d’ensemble qualitative et synthétique obtenue à partir de questionnaires narratifs détaillés ou de « check-lists » portant sur les différentes dimensions des droits de l’homme (Green, 2001). Au cours des dernières décennies, cette seconde acception a largement prévalu dans l’approche de l’évaluation des droits de l’homme adoptée par les organes compétents des Nations Unies, ainsi que chez la majorité des experts de cette question.
