Droits de l'homme et démocratie dans la réforme agraire en Afrique du Sud

Abstract

En Afrique du Sud, l’expérience Métagora a porté sur le processus de réforme agraire et a servi de cas pratique pour mesurer l’exercice des droits de l’homme et la démocratie dans une situation complexe. Cette expérience visait à concevoir et tester une méthodologie qui prenne en compte la complexité de la distribution des terres en Afrique du Sud, ainsi que la multiplicité d’acteurs aux opinions et intérêts très divergents. Elle répondait aussi aux besoins spécifiques des décideurs politiques et de la société civile en informations factuelles sur l‘expérience, les perceptions, attitudes et attentes des citoyens en matière foncière. L’impact politique attendu était qu’une information et une analyse basées sur les faits contribue à l’élaboration d’une politique de réforme agraire reposant sur des principes de démocratie, de droits de l’homme et de bonne gouvernance, comme sur les attentes de la population à cet égard.
