Pauvreté, gouvernance et participation démocratique en Afrique Francophone et dans la région des Andes

Abstract

Pour promouvoir les droits de l’homme et l’évaluation de la gouvernance démocratique, un apport majeur des instruments statistiques – en particulier, des méthodes d’enquêtes – est de saisir les faits objectifs et les perceptions subjectives directement à partir de l’expérience et de l’opinion de la population, sans l’intermédiaire des avis ou théories des experts. Ceci est essentiel dans les pays en développement, où connaître et comprendre les problèmes quotidiens et les attentes des gens – notamment, des pauvres – est la condition pour élaborer et conduire des politiques qui répondent vraiment aux enjeux : grande pauvreté, accès problématique aux services élémentaires, exclusion sociale et politique, corruption endémique ou gouvernance défaillante.
