Développer des capacités pour évaluer la gouvernance démocratique : le Programme mondial du PNUD

Abstract

Une conclusion majeure de la Déclaration du Millénaire, confirmée lors du Sommet mondial de 2005 soulignait que la gouvernance démocratique est indispensable au développement participatif et à l’atteinte des Objectifs du Millénaire pour le Développement (OMD). En conséquence, les pays sont de plus en plus tenus d’évaluer et mesurer leur progrès vers la gouvernance démocratique, tant quant aux fins que quant aux moyens. Effet direct de cette tendance encourageante, les antennes locales du PNUD enregistrent une hausse de la demande d’assistance des entités nationales pour développer des capacités à s’engager dans des évaluations de la gouvernance démocratique conçues, lancées et conduites au plan national.
