Social Policy for the Protection of Citizens Affected by the Chornobyl Catastrophe: Status and Prospects in the Zhytomyr Region

The social policy of protecting citizens affected by the Chornobyl disaster is an urgent issue for the public administration system, considering the following. First, the magnitude and significance of the consequences of this technogenic accident, which take place in modern conditions. Second, the number of persons entitled to social security benefits and benefits, in accordance with applicable law. Third, budget constraints in the context of the operation of the Joint Forces and other measures for peace and citizens' rights. Fourthly, considering the social orientation of Ukraine at this stage of development, and its positioning as a social state. The purpose of the article is to assess the state and outlook of social policy of protection of citizens affected by the Chornobyl disaster in the Zhytomyr region. On the example of the Zhytomyr region, the state and prospects of social policy on protection of the citizens affected by the Chornobyl disaster were assessed in the part of the analysis of data on financing of compensation payments and provision of statutory social guarantees. As a result of the study of the mechanism of social protection of the victims of the Chornobyl disaster in the Zhytomyr region, the following should be noted. First of all, it should be noted that the expenditures for compensation, assistance are financed from the state and regional budgets, however, the amount of financing depends on the revenue part of the State Budget of Ukraine. Budget commitments and budget payments can only be made if appropriately budgeted. Instead, the program "Social Protection of Victims of the Chornobyl Disaster" provides for the payment of 15 types of compensation and assistance to the victims and victims of child abuse. Соціальна політика щодо захисту громадян, які постраждали внаслідок Чорнобильської катастрофи є актуальною проблематикою у системі публічного управління, зважаючи на наступні обставини. По-перше, масштабність та значущість наслідків даної техногенної аварії, які мають місце у сучасних умовах. По-друге, чисельність осіб, які мають право на соціальні гарантії та компенсаційні виплати, відповідно до чинного законодавства. По-третє, обмеженість бюджету, в умовах ведення операції об’єднаних сил та інших заходів забезпечення миру та прав громадян. Та по-четверте, враховуючи соціальну орієнтованість України, на даному етапі розвитку, та позиціонування її як соціальної держави. Метою статті є оцінка стану та визначення перспектив соціальної політики захисту громадян, які постраждали внаслідок Чорнобильської катастрофи у Житомирській області. Таким чином, на прикладі Житомирської області, було проведено оцінку стану та перспектив соціальної політики щодо захисту громадян, які постраждали внаслідок Чорнобильської катастрофи у контексті здійснення аналізу даних щодо фінансування компенсаційних виплат та забезпечення законодавчо встановлених соціальних гарантій. Внаслідок дослідження механізму соціального захисту громадян, які постраждали внаслідок Чорнобильської катастрофи в Житомирській області слід зазначити наступне. У першу чергу, слід зазначити, що видатки на виплату компенсацій, допомоги фінансуються за рахунок державного та обласного бюджетів, однак, обсяг фінансування залежить від дохідної частини Державного Бюджету України. Бюджетні зобов’язання та платежі з бюджету можливо здійснювати лише за наявності відповідного бюджетного призначення. Натомість, за рахунок програми «Соціальний захист громадян, які постраждали внаслідок Чорнобильської катастрофи» здійснюється виплата 15 видів компенсаційних виплат та допомоги постраждалим громадянам та потерпілим дітям.
