Frauen in Top-Managementorganen öffentlicher Unternehmen: Deutschlandwei- ter Städtevergleich zeigt weiter niedrige und regional stark schwankende Reprä- sentation

Abstract

Public authorities and state-owned enterprises (SOEs) have a role-model function in the discussion about women in executive positions. Based on an analysis of 69 German cities and 1488 German state-owned enterprises this follow-up study shows that, with an overall index score of 16,8 %, the representation of women in the top management is low and has only increased with 1,6 % in comparison to the last data collection for the study 1,5 years ago. Regarding the cities, Gera (41,7 %), Offenbach am Main (40,0 %), Erfurt (30,8 %) und Berlin (30,1 %) have the highest rate of female representation in their top management boards. In the group of cities with more than 10 SOEs Ingolstadt, Ludwigshafen, Jena, Essen have the lowest representation rates with less than 5 percent. A comparison between cities of different federal states in Germany shows that the representation rates in e.g. Lower Saxony (10,7 %), Bavaria (9,7 %) and Rhineland-Palatinate (7,2 %) are significantly lower than in Berlin (30,1 %), Bremen (26,3 %) and Thuringia (24,5 %) With regard to different sectors, women are significantly less represented in the sectors “utilities” and “waste/waste disposal services” than in the sectors “health and social services” (34,1 %) and “hospitals” (26,2 %). With this study, politicians, public administration and SOEs, as well as representatives of the media and consultants get a large-scale empirical information basis for the prevailing reform debate.
