Konturen einer proaktiven Industriepolitik - das Beispiel Deutschland

Abstract

Industrial policy is still a controversial issue in academic and political discourse. Looking back, however, the Federal Republic of Germany has always taken pragmatic measures aimed at promoting industrial development – in contrast to its determinedly market-oriented approach to economic regulation. These measures have primarily taken the form of assistance to sectors that were in crisis – but have also included programmes to promote high-tech industries. It is only in recent times that a reconsideration has taken place. Industrial policy is now viewed as an area in which there has to be regulatory intervention by the state, supported by the main industrial players. In this article the new approach being taken by the Federal Government is assessed as being a first step in the right direction – albeit an inadequate one. For this reason the article concludes with some recommendations on what form an integrated and sustainable concept of industrial policy could take.
