Europäische Finanzkrise: Staatsverschuldung und Politikdefizite

Abstract

Der Beitrag akzentuiert den aus strukturellen Politikdefiziten resultierenden Verlust an Wettbewerbsfähigkeit und den Aufwuchs an Staatsschulden als wesentliche Ursachen der Finanzkrise in der Euro-Zone. Fehlende Strukturreformen sowie Wirtschaftspolitiken eines „halbierten“ Keynesianismus begünstigten diese Entwicklung. Der Artikel macht auf die Grenzen einer allein makroökonomischen Betrachtung ohne Berücksichtigung struktureller Zusammenhänge und auf veränderte Steuerungsbedingungen der Wirtschaft aufmerksam. Vor diesem Hintergrund werden Strukturänderungen zur Stärkung von Wettbewerbsfähigkeit und die Regulierung der nationalen Fiskalpolitiken mit verbindlichen Schuldenbremsen, automatischen Sanktionsmöglichkeiten und Klagerechte zur Minimierung von Staatsversagen als erforderlich angesehen. Hierfür ist eine Erweiterung und Legitimierung der wirtschafts-, finanz- und sozialpolitischen Kompetenzen der Europäischen Union notwendig.
