Die Altersteilzeit im Zusammenspiel individueller und betrieblicher Einflussfaktoren

Abstract

Von allen 55- bis 64-jährigen sozialversicherungspflichtig Beschäftigten war Ende 2008 jeder sechste in Altersteilzeit. Zwar ist die Förderung der Altersteilzeit durch die Bundesagentur für Arbeit (BA) Ende 2009 ausgelaufen, aber ohne Zuschüsse der BA ist sie weiterhin möglich. Der Beitrag untersucht, wie sich die Altersteilzeit seit ihrer Einführung entwickelt hat, welche Beschäftigtengruppen häufig Altersteilzeitregelungen in Anspruch genommen haben und wie dies vor dem Hintergrund der Zielsetzungen des Altersteilzeitgesetzes bewertet werden kann. Eine logistische Analyse zeigt, dass Beschäftige in Großbetrieben und Branchen mit hoher Tarifbindung überproportional in Altersteilzeit vertreten sind. Außerdem nehmen sozialversicherungspflichtig Beschäftigte aus den oberen Einkommensklassen häufiger als andere die Altersteilzeitregelungen in Anspruch, Personen mit niedriger Qualifikation seltener. Daneben zeigen sich auch geschlechtsspezifische Unterschiede sowie regionale Disparitäten.
