Arbeitsmarktpolitik aus der 'Mottenkiste'? Kurzarbeitergeld im Lichte politischer Interessen

Abstract

Bereits während der Rezession infolge der Ölkrise in den 1970er Jahren hatten Politik, Arbeitgeber und Arbeitnehmer intensiv vom Kurzarbeitergeld (KUG) Gebrauch gemacht, um eine Brücke über das jeweilige Konjunkturtal zu bauen. Im aktuellen Abschwung wurde es erneut intensiv genutzt, obwohl viele das Instrument für überkommen hielten, da es in der vorangegangenen Krise praktisch keine Rolle gespielt hatte. Wie ist dieser Rückgriff in die "Mottenkiste" der Arbeitsmarktpolitik zu erklären? Zur Beantwortung dieser Frage untersucht der Beitrag unterschiedliche Abschwungphasen auf die Nutzung des KUG und die politischen Reaktionsmuster. In drei von fünf Fällen wurde dabei KUG intensiv genutzt, um Beschäftigung im Abschwung zu sichern - immer dann, wenn die Politik es entsprechend generös ausgestaltete. Den Einsatz von Kurzarbeit treibt also nicht allein die konjunkturelle Entwicklung an, sondern auch die Politik, die immer wieder steuernd die KUG-Regulierungen derart modifiziert hat, dass sein Einsatz für Arbeitgeber und Arbeitnehmer attraktiv(er) wurde.
