Die Beamtenversorgung zwischen Modernisierung und Sparzwang

Abstract

Infolge der demografischen Entwicklung in Deutschland rücken die Alterssicherungssysteme immer mehr in den Fokus. Die Beamtenversorgung blieb jedoch in der öffentlichen Wahrnehmung deutlich im Schatten der gesetzlichen Rentenversicherung. In diesem Beitrag wird anhand der in den letzten Jahrzehnten erfolgten Reformen im Versorgungs- und Besoldungsrecht die Frage diskutiert, warum Elemente der leistungsorientierten Besoldung keine Berücksichtigung bei der Ruhegehaltsberechnung der Beamtenversorgung finden. Aufbauend auf einer Darstellung der Beamtenversorgung wird die leistungsorientierte Besoldung unter dem Aspekt Ruhegehalt thematisiert. Anschließend wendet sich der Beitrag den Finanzierungsproblemen der Beamtenversorgung zu und präsentiert aktuelle Vorausberechnungen zu den künftigen Versorgungslasten der Gebietskörperschaften. Abschließend wird analysiert, ob die Beamtenversorgung in den letzten Jahren tatsächlich modernisiert oder ob lediglich am Versorgungsniveau gespart wurde und welche Auswirkung das aktuelle Versorgungssystem auf den öffentlichen Dienst, d.h. insbesondere auf seine Attraktivität als Arbeitgeber, hat.
