Transnationale Lernprozesse - Erfahrungen mit der grenzüberschreitenden Verbreitung gewerkschaftlicher Strategien

Abstract

Für Gewerkschaften ist das grenzüberschreitende Organisationslernen bisher weniger selbstverständlich als für Unternehmen. Da der Blick auf die Erfahrungen in anderen Ländern erlaubt, das strategische Handlungsrepertoire über die konzeptionellen Grenzen der eigenen institutionellen Einbindung hinaus zu erweitern, werden jedoch derzeit die amerikanischen Konzepte des "Organizing" und der "strategischen Kampagne" von deutschen Gewerkschaften, insbesondere von ver.di, diskutiert und angewendet. Auf der Basis organisationssoziologischer Überlegungen bearbeitet der Beitrag folgende Fragen: Welche Beachtung wird den spezifischen Entstehungs- und Erfolgsbedingungen der zu importierenden Strategien geschenkt? Wie werden die Herausforderungen der institutionellen und kulturellen Passung der Strategieinnovationen bewältigt, d.h. welche Konzepte werden übernommen und wie werden sie in die deutschen Gewerkschaftskulturen und das System der industriellen Beziehungen eingepasst?
