Privatisierung von Sicherheit - Zur Problematik des Outsourcings militärischer Dienstleistungen

Abstract

Eine neue milliardenschwere Dienstleistungsbranche hat sich mit dem Ende des Ost-West-Konflikts und im Zuge der Globalisierung fest etabliert: Private Militärfirmen. Der Beitrag gibt einen Überblick, wer sie sind, wie sie arbeiten, wo sie eingesetzt werden und welche Auftraggeber sie haben. Im Zentrum steht jedoch die Frage nach den Vor- und Nachteilen der Privatisierung militärischer Dienstleistungen. Dafür wird betrachtet, welche Probleme sich mit dem Outsourcen von Äußerer (nicht von Innerer) Sicherheit auf vertraglicher, gesetzlicher und politischer Ebene stellen. Es kann gezeigt werden, dass einzelne mögliche ökonomische Vorteile die unzähligen Nachteile nicht aufwiegen. Um zu vermeiden, dass diese Branche weiterhin das Gewaltmonopol des Staates aushöhlt und im nahezu regelfreien Raum agieren kann, wird aufgezeigt, welche gesetzlichen Lücken auf internationaler und nationaler Ebene - und hier speziell in Deutschland - geschlossen werden müssen.
