Was ist 'Aktivierung' in der Arbeitsmarktpolitik?

Abstract

Die aktivierende Arbeitsmarktpolitik bedeutet eine grundlegende Neuausrichtung der deutschen Arbeitsmarkt- und Sozialpolitik. Neu ist die Fokussierung auf das individuelle Verhalten der Arbeitslosen. Ziel der aktivierenden Arbeitsmarktpolitik ist es, durch "verhaltensstützende und -beeinflussende Maßnahmen" unerwünschtes Verhalten zu verhindern und erwünschtes Verhalten herzustellen. Hierbei lassen sich drei Dimensionen identifizieren, auf die eine solche Verhaltensbeeinflussung zielt: Verfügbarkeit, Eigenverantwortung und Beschäftigungsfähigkeit. Alle Instrumente der Aktivierungspolitik lassen sich mindestens einer dieser drei Dimensionen eindeutig zuordnen. Zudem beinhaltet jede der drei Dimensionen eine erzwungene Variante (Fordern) und eine ermöglichende Variante (Fördern). Jedoch ist eine deutliche Schieflage zugunsten der Instrumente des Forderns festzustellen, die in der Praxis zu einer Reproduktion ungleicher Arbeitsmarktchancen und -risiken führen dürfte. Insgesamt wirkt die aktivierende Arbeitsmarktpolitik auf eine Privatisierung der Verantwortung für Arbeitsmarkterfolg und -versagen hin.
