Probleme und Perspektiven der Arbeitszeitpolitik aus dem Bereich der IG Metall

Abstract

Der Beitrag resümiert die wichtigsten arbeitszeitpolitischen Entwicklungslinien aus dem Arbeitsbereich der IG Metall und zeigt Perspektiven für eine zukünftige gewerkschaftliche Arbeitszeitpolitik auf. Ziel ist es, der zunehmenden Entgrenzung von Arbeitszeit entgegenzuwirken, die Zeitsouveränität der Beschäftigten zu erhöhen und "der Arbeit wieder ein gesundes Maß zu geben". In der Metall- und Elektroindustrie ist die 35-Stunden-Woche unter Druck geraten; effektiv längere und flexible Arbeitszeiten sowie Schichtarbeit haben zugenommen. Um einer wildwüchsigen Flexibilisierung und dem "Verfall von Arbeitzeiten" entgegenzuwirken, ist die tarifliche Gestaltung von Arbeitzeitkonten für die IG Metall eine zentrale Aufgabe. Langzeit- und Lebensarbeitszeitkonten müssen künftig so ausgestaltet werden, dass sich die Verfügungsrechte und -spielräume für die Beschäftigten erhöhen. Darüber hinaus sind Arbeitszeitmodelle zu entwickeln und umzusetzen, die alternsgerechte, gesundheitsverträgliche und biografieorientierte Arbeitszeiten sowie die Balance zwischen Arbeiten und Privatleben ermöglichen.
