Welche Arbeitszeitpolitik? Ein neues Verhältnis von Zeitökonomie und Zeitpolitik

Abstract

Welche Arbeitszeitpolitik ist gegenwärtig nötig und möglich? Die Arbeitzeitpolitik befindet sich in einem historischen Übergangsprozess, der durch die Pole Stechuhr und Vertrauensarbeitszeit charakterisiert wird und sich empirisch in unübersichtlichen Formen einer Flexibilisierung der Arbeitszeit zeigt. Mit dem Wandel betrieblicher Zeitökonomie und der Durchsetzung Indirekter Steuerungsformen von Arbeit entgleitet Betriebsräten und Gewerkschaften die Basis für eine Zeitpolitik "der Grenzkontrolle". Die Regulierung von Arbeitszeitgrenzen, Kern der klassischen Arbeitszeitpolitik, wird zunehmend wirkungslos. Alternative Formen einer "neuen Arbeitszeitpolitik" sind nicht in Sicht. Der Artikel skizziert, welchen Prinzipien der gegenwärtigen Wandel folgt und welcher Weg aus der arbeits(zeit)politischen Defensive führen könnte.
